Funding Opportunities

Increasingly Pennsylvania school districts are building high performance green schools to provide students and teachers with a healthy environment which supports learning and returns long term benefits to taxpayers in the form of significantly lower annual operating costs.

Design and construction teams experienced with the integrated design process necessary to deliver high performance green buildings can build them at the same price as a comparable conventional school. However, experienced teams are still the exception. To provide a financial incentive for developing high caliber public school buildings, the Commonwealth is offering two forms of funding to offset any minor increase in first cost as the industry adapts to this new construction paradigm. Both incentives require achievement of a US Green Building Council LEED for Schools rating of silver or above as a qualifying criterion.

  • Database of State Incentives for Renewable Energy (DSIRE), a comprehensive source of information on state, local, utility, and selected federal incentives that promote renewable energy.
  • Pennsylvania's State Public School Building Authority provides a broad range of low-cost financing options and services to Pennsylvania school districts, career/technical schools, and community colleges in an efficient and cost-effective manner.
  • Green Schools Planning Grants are available to public pre K-12 schools, Area Vocational Schools and Career and Technology centers to help cover costs directly associated with achieving a LEED for Schools certification at the Silver level or above for new construction, addition and renovations.
  • Additional Incentives for High Performance Green Schools. An additional 10% in state reimbursement is available for new construction, additions and renovations, through the PlanCon funding process administered by the Department of Education, for new construction, addition and renovation receiving a LEED for Schools certification at the Silver level or higher.
