State Performance Plan
for 2005-2012/Annual Performance Reports
and OSEP Responses

State Performance Plan

The Individuals with Disabilities Education Improvement Act of 2004 requires all states to develop a State Performance Plan (SPP) describing how the state will implement the requirements and purposes of the IDEA, and improve results for students with disabilities.  The SPP covers FFY 2005 though FFY 2012 (2012-13 school year).  The Pennsylvania Department of Education submitted the SPP to the U.S. Department of Education, Office of Special Education Programs (OSEP), in December 2005. OSEP approved Pennsylvania's SPP in March 2006.  The SPP was updated in 2007, 2008, 2009, 2010, 2011, 2012, 2013 and 2014.  Pennsylvania received OSEP's approval of these updates.  The SPP posted on this website includes all content from the 2005 SPP and the 2007, 2008, 2009, 2010, 2011, 2012, 2013 and 2014 updates.

Annual Performance Report

In addition to the State Performance Plan, IDEA 2004 requires all states to develop and submit an Annual Performance Report (APR) describing the state's progress in meeting the targets established in the SPP.  The Pennsylvania Department of Education submitted the 2012 APR to the U.S. Department of Education, Office of Special Education Programs (OSEP), in February 2014.  On June 23, 2014, Pennsylvania received OSEP's approval of the APR.
