Shannon Royer Deputy Secretary For External Affairs and Elections
Deputy Secretary Royer brings his public service experience to the Department of State after serving since 1996 in various roles with the Pennsylvania House of Representatives, most recently as a Regional Coordinator. Other hallmarks of his career include serving as a Special Assistant for the House Finance Committee during the Special Session on Property Tax Reform in 2005 and his 2001 role as the Southeastern Coordinator for the House Appropriations Committee’s Pennsylvania Economic Summit.
He also was elected to two terms of service on West Chester Borough Council, where he served from 1994-2002. During his eight years, he successfully worked on a variety of local government challenges, including municipal budgets, business development, public safety policies, employment management issues, and many other initiatives.
Deputy Secretary Royer has a long history of helping his local community. He served as a volunteer and in leadership positions with the West Chester Area Senior Center for 16 years, including two terms as the organization’s president. In 2007 he was honored by the Senior Center as the recipient of the President’s Award for his outstanding service. Deputy Secretary Royer has also served in leadership positions in numerous other organizations, including the West Chester Business Improvement District.
His career began as a District Aide to Congressman Robert Walker, where he handled constituent casework and constituent requests. He earned a Bachelor’s Degree in Political Science from West Chester University.
Deputy Secretary Royer resides in Chester County with his wife Allison and their three children.
