Deputy Secretary for Planning and Service Delivery

Chief Information OfficerDavid P. Burgess was appointed Deputy Secretary for Planning and Service Delivery on July 21, 2008.

Deputy Secretary Burgess is responsible for all aspects of the Department's current and future information technology (IT) initiatives, and to develop and implement the Administration's strategic direction to improve customer service delivery programs.

Deputy Secretary Burgess served as the Department's Chief Information Officer since January 5, 2004. Under his skillful leadership, major IT initiatives have been successfully deployed such as the Statewide Uniform Registry of Electors, the Secretary of State Knowledge Base corporate filing system and lobbying disclosure.

Before coming to DOS, Dave worked as an Enterprise Strategy Consultant for Microsoft. During his tenure with Microsoft, Dave contributed to Commonwealth projects in the areas of Homeland Security, Electronic Disease Surveillance, Enterprise PKI and Identity Management.

David earned his Bachelor of Science Degree in Computer Science from Gordon College.

David currently resides in York County with his wife Jana and three children, Justin, Amanda and Melissa.
