    The voluntary curriculum framework for literacy is designed to articulate the big ideas, concepts and competencies necessary to develop literate students. Literate students must be able to engage as active citizens and critical consumers of information and communication in its various forms.  Literate students access resources as effective communicators to make meaning and convey new understandings. Ultimately, it is necessary for literate students to utilize a flexible repertoire of skills and strategies linked to context and purpose to successfully navigate the complexities of today’s global society. 

    The voluntary curriculum framework for literacy and the Pennsylvania Academic Standards for Reading, Writing, Speaking and Listening share a common organizational structure that facilitates usage across all disciplines. Therein, Reading is framed by a focus on language & word study and comprehension. Writing includes types of writing, writing process, quality of writing and research. The third fundamental block is inclusive of both speaking and listening. As foundational pieces of the framework, reading, writing, speaking and listening are intended to be interrelated and fully support the multi-faceted aspects of literacy development. The framework is deliberately structured in a k-12 format in order to inform all educators of its cross disciplinary application.

    The proposed revised standards are now posted for Reading, Writing, Speaking and Listening within the Standards Tab. Please feel free to access the standards but know that the reference numbers for the anchors are currently being updated to align with the proposed revised standards.
