The Individuals with Disabilities Education Improvement Act of 2004 required all states to develop a six-year State Performance Plan (SPP) describing how the state will implement the requirements and purposes of the IDEA, and improve results for students with disabilities. Additionally, all states are required to develop and submit an Annual Performance Report (APR) describing the state’s progress in meeting the targets established in the SPP.
