Welcome to the State Surplus Property Program Home Page!

 

From time to time, the Commonwealth discovers that it houses more property than it needs to fulfill its various missions.  When one State Agency has an item it no longer requires, that item is first offered to other State Agencies.  In transferring property from one agency to another, the Commonwealth is able to save taxpayers millions of dollars annually through the re-use of valuable property on the state level.

 

When an item is no longer required by any State Agency, it is declared surplus, and offered for sale in a variety of venues.

 

Heavy equipment, off-road equipment, and dump trucks are offered to municipalities first, before being offered to the general public.  Again, this recycling of your tax dollars enables you to realize the maximum benefit of all state-owned equipment and supplies.

 

Office equipment, office furniture, and many other items are offered for sale to the general public through our Distribution Center in Harrisburg.

 

Large lots of recyclables are offered to recycling contractors via sealed bid on an annual contract basis, and specialty items may be offered via sealed bid to the general public.

 

 

 

 

PURCHASING STATE SURPLUS PROPERTY

PROHIBITIONS AND LIMITATIONS

  • Employees of the Department of General Services’ Bureau of Supplies and Surplus may not purchase any items offered for sale in this store.   
  • Property Control Officer(s) and their supervisor(s) of the Commonwealth agency may not purchase any items offered for sale in this store, which they declared “surplus” to the needs of the agency. 
  • State employees may not purchase any item with a price greater than $500.
  • State employees are also subject to any specific guidelines of their respective agencies in regard to purchases of items with a price of $500 or less.   Employees should check agency policy on purchasing of state property to identify any additional restrictions.
