Weapons of Mass Destruction
WMDs are not commonplace because they have very real limitations:
- Terrorists usually need extensive expertise that is not easily obtained to build these weapons.
- Many of these weapons require unusual, rare, or restricted materials to build.
- Materials used to build these weapons are usually hazardous.
- Many of the weapons, especially chemical and biological agents, need to reach a certain level of concentration to be toxic. This requires a large amount or a confined space for its effective use.
- Some (but not all) terrorists care about the possible loss of sympathy and support a horrific attack against innocent civilians might generate.
- In the event of a WMD attack, the devastating retaliation that would be brought to bear would almost certainly diminish or destroy the group responsible.
