NATURE OF WORK
You will participate in a structured on-the-job training program to develop proficiency in the use of civil engineering knowledges, skills, and abilities. Depending on the employing agency, training may include introductory assignments in conducting preliminary feasibility studies; analyzing field conditions; or designing and/or constructing roads, bridges, buildings, dams, flood control facilities or similar projects. Some specialized assignments in traffic control, transportation planning, or hydraulics may also be incorporated into the training.
In the Pennsylvania Department of Environmental Protection, the training period lasts 12 months. The Pennsylvania Department of Transportation training program normally lasts 12-15 months, depending on prior work experience. Following successful completion of the training period, you will be promoted with an appropriate increase in salary.
JOB REQUIREMENTS
For some jobs, offers of employment will be made only if you are willing to travel. Travel expenses will be paid.
You must be of good moral character and able to perform the essential functions of the job. Pennsylvania residency is currently waived for this job title.
Condition of Employment
Certain positions will require possession of a valid driver’s license.
Minimum Requirements
A bachelor’s degree in civil engineering, or in a closely related field, which includes or was supplemented by major coursework in civil engineering; OR four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers; OR an equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate as issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers.
Clarification of Employment
You may substitute related education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted. There is no substitution for the Engineer-in-Training certificate.
You may take the test if you have completed 90 or more credit hours and expect to receive a bachelor's degree within the next 7 months. You must provide proof of your degree before you start work.
NOTE: College seniors should enter the current date in 12B of the Employment Questionnaire section of the application in reply to the question "When Can You Start Work?" This permits earlier offers of employment, with starting date after graduation.

The Pennsylvania Department of Environmental Protection normally hires between 5 and 10 Civil Engineer Trainees each year. These appointments may be in any county; however, many will be in Dauphin County.
The Pennsylvania Department of Transportation normally hires approximately 50 to 80 Civil Engineer Trainees throughout the Commonwealth each year. This includes 4 to 6 positions in each of the 11 Engineering Districts and Harrisburg each year. Although hiring may occur at any time throughout the year, the majority of hiring is done in January and June.
Additional opportunities may occur due to normal turnover from retirements, promotions, transfers, resignations and so forth.

TESTING
Your application will be evaluated to determine whether you meet the minimum requirements. If you meet these requirements you will receive a score. You will receive additional credit if you participated in an internship program in an area of civil engineering or have work experience related to civil engineering. Be sure to list your experience and training on your application. Failure to do so may delay the processing of your application, or result in a lower-than-deserved score or disqualification.
If you take the test and want to take it again, you may be retested after 6 months from the date of your “Notice of Examination Results.” A new application is required for a retest.
If your name is on an eligible list for this job title and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
The test and scoring procedure are different from previous tests for this job title. If you have taken the test before, you may get a different score on this test.
