NATURE OF WORK

 

You will supervise and administer the highway maintenance program for an assigned area; and plan, assign, direct, review, and evaluate the work performed in maintenance operations.  Highway maintenance includes general maintenance functions such as pothole repair, shoulder stabilization, snow removal, and specialized functions such as bridge repair, sign work, guide rail repair, and restoration of roads.  A Manager 1 is responsible for a geographical section of a county.  An Assistant Manager may be assigned responsibility for general maintenance as described above, or for specialized maintenance functions.  In addition, Assistant Managers may be responsible for developing and maintaining day-to-day working relationships with local government officials to ensure that state resources are used most effectively and cooperatively.

 

JOB REQUIREMENTS

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

You may be required to work overtime, an unusual schedule to handle weather related emergencies, and be on call 24-hours a day.

 

Most jobs require extensive travel within the assigned county.  Employees are assigned a state-owned vehicle with a two-way radio.  Some overnight travel is required.  Offers of employment will be made only if you are willing to travel and drive a state-owned vehicle or provide your own transportation.  Travel expenses will be paid.

 

Minimum Requirements

 

Highway Maintenance Manager 1

Successful completion of the agency training program for a Highway Maintenance Manager Trainee; OR 4 years of progressively responsible supervisory experience on highway maintenance or construction projects, and graduation from high school; OR an equivalent combination of experience and training.

 

Assistant Highway Maintenance Manager

Eighteen months of experience as a Highway Maintenance Manager Trainee; OR 1 year of experience as a Highway Equipment Manager 2, Roadway Programs Coordinator, Civil Engineer Supervisor, or Transportation Construction Manager 1; OR 4 years of supervisory experience related to highway maintenance and/or highway construction projects.  One year of administrative experience related to highway maintenance and/or highway construction projects may be substituted for 1 year of supervisory experience; OR an equivalent combination of experience and training.

 

Clarification of Requirements

If you meet the experience requirements, you will be considered to have met the high school graduation requirement.  You may also substitute related education for the required experience.  Unrelated experience or education will not be accepted.

Generally, there are approximately 20-25 hires and/or promotions in these jobs each year.  The actual number of appointments and promotions will depend on normal turnover due to retirements, promotions, transfers, resignations and so forth.

 

Employment preference may be given to residents of the counties within the Engineering District having a job opening.  The counties within the Engineering Districts are listed at the end of this section.  In addition, promotion preference may be given to Civil Service employees of the Engineering District having a job opening.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.  You will have a maximum of 2 1/2 hours to complete the test.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after 6 months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

Employment and promotion lists will be established.  You will be notified in writing of your test results.

 

These lists will replace any previous lists.

 

This test and scoring procedure are different from previous tests for these job titles.  If you have taken the test before, you may get a different score on this test.
