GENERAL REQUIREMENTS AND INFORMATION
This announcement gives information on a variety of job opportunities in accounting and auditing work in local government. You are encouraged to apply only for job titles which are of interest to you and for which you qualify.
Lists created by these tests will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

For all positions in these job titles except for Accountants, jobs, offers of employment will be made only if you are willing to travel. Travel expenses will be paid.
You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
NATURE OF WORK AND JOB OPPORTUNITIES

Employment preference will be granted to individuals aged 60 and over for jobs with the Department of Aging and Area Agency on Aging Offices.
NOTE: In addition to the duties described below, individuals employed in the following job titles also have supervisory responsibilities: Accountants 1 and 2, Comptroller and Field Auditor 3.
ACCOUNTANTS 1 and 2 classify, analyze and report on financial data. Work is usually quite varied but some assignments emphasize a specific accounting specialty. Accountants analyze financial transactions and documents and prepare financial statements and reports to control and account for funds and analyze and project financial data.
Accountant 1 and 2 positions are located throughout the state. Employing offices include: Area Agencies on Aging, County Children and Youth Agencies, County Drug and Alcohol Agencies and County Mental Health/Mental Retardation Agencies.
COMPTROLLERS supervise a housing authority’s fiscal and accounting operations; direct and coordinate the preparation of documentation, financial statements and reports to control funds; develop systems and procedures of fiscal management; direct the maintenance of control records required to prepare financial statements and documentation necessary for program review and planning.
COUNTY FISCAL OFFICERS direct the financial operations in a county human services agency, or assist a higher-level County Fiscal Officer or administrator.
County Fiscal Officer positions are located throughout the state. Employing offices include: Area Agency on Aging, County Mental Health/Mental Retardation Agencies, County Children and Youth Agencies, Drug and Alcohol Single County Authority (SCA), or other county human services agencies.
FIELD AUDITORS audit accounting records of governmental agencies or businesses to determine compliance with standards or laws; prepare reports of results of audits and interpret and explain controlling laws and regulations.
Field Auditor positions are located in County Mental Health/Mental Retardation Agencies located in Allegheny, Delaware and Lancaster counties.
Accountant 1 – One year of professional accounting experience and graduation from a four-year college or university, including or supplemented by 15 college credits in accounting; OR one year as a Fiscal Technician and 15 college credits in accounting; OR five years of bookkeeping experience and 15 college credits in accounting.
Accountant 2 – One year as an Accountant 1; OR two years of professional accounting experience and graduation from a four-year college or university, including or supplemented by 15 college credits in accounting. Four years of bookkeeping experience and 15 college credits in accounting may be substituted for college graduation.
Comptroller – Four years of progressively responsible professional accounting experience including one year of supervisory experience and a bachelor’s degree including or supplemented by 15 college credits in accounting. Equivalent combinations of experience and training are acceptable.
County Fiscal Officer 1 – Two years as a Fiscal Technician and six college credits in accounting; OR one year of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; OR three years of accounting and/or budgetary experience and a business-related associate’s degree that includes 6 college credits in accounting; OR five years of bookkeeping experience and six college credits in accounting; OR an equivalent combination of experience and training that includes or is supplemented by 6 college credits in accounting.
County Fiscal Officer 2 - One year as a County Fiscal Officer 1; OR two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes 6 college credits in accounting; OR four years of accounting and/or budgetary experience and a business-related associate’s degree that includes 6 college credits in accounting; OR an equivalent combination of experience and training which includes or is supplemented by 6 college credits in accounting.
County Fiscal Officer 3 - One year as a County Fiscal Officer 2; OR three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes 6 college credits in accounting; OR five years of accounting and/or budgetary experience and a business-related associate’s degree that includes 6 college credits in accounting; OR an equivalent combination of experience and training which includes or is supplemented by 6 college credits in accounting.
Field Auditor 1 – One year of experience in accounting or auditing work, and one and one-half years of college-level training, including or supplemented by 6 credit hours in accounting; OR two years of experience in accounting or auditing work, and graduation from high school, supplemented by 6 credit hours of post high school courses in accounting. Additional training in accounting, business administration, or related fields may be substituted for up to one year of the required experience; OR equivalent combinations of experience and training that include 6 credit hours in accounting are acceptable.
Field Auditor 2 – One year of experience as a Field Auditor 1; OR one year of experience in accounting or auditing work, and a bachelor’s degree from an accredited college or university; OR two years of experience in accounting or auditing work, and one and one-half years of college level training including or supplemented by 6 credit hours in accounting; OR three years of experience in progressively responsible auditing or accounting work, and graduation from high school supplemented by 6 credit hours of post high school courses in accounting. Additional training in accounting, business administration or related fields may be substituted on a year-for-year basis for up to two years of required experience; OR equivalent combinations of experience and training that include 6 credit hours in accounting are acceptable.
Field Auditor 3 – One year of experience as a Field Auditor 2; OR two years of experience in progressively responsible accounting or auditing work, including one year of supervisory or advanced auditing experience, and a bachelor’s degree from an accredited college or university; OR three years of experience in progressively responsible accounting or auditing work, including one year of supervisory or advanced auditing experience, and one and one-half years of college level training, including or supplemented by 6 credit hours in accounting; OR four years of experience in progressively responsible auditing or accounting work including one year of supervisory or advanced auditing experience, and graduation from high school, supplemented by 6 credit hours of post high school courses in accounting. Additional training in accounting, business administration or a related field may be substituted on a year-for-year basis for up to two years of the required experience; OR equivalent combinations of experience and training that include 6 credit hours in accounting are acceptable.
Applicants who are currently licensed as Public Accountants (in the Commonwealth of Pennsylvania) or as Certified Public Accountants will meet the minimum experience and training requirements for the following job titles and levels: Accountant 1 and 2, County Fiscal Officer 1 and 2 and Field Auditor 1, 2, and 3. If you use your licensure to qualify, enter your Certificate No. and its expiration date in Section 9 of your application.
Clarification of Requirements: There is no equivalency for Accountant 1 and Accountant 2. For other jobs, you may substitute related advanced education for a segment of the experience requirement and related experience for required education except for the required accounting credits. For Comptrollers only, related experience may also be substituted for required accounting credits. Unrelated experience or education will not be accepted.

Example: Applicants for Accountant 1 will answer 105 examination questions (all questions in sections A, B, D and E).
The test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission Office.
The test will be held in the Harrisburg, Philadelphia and Pittsburgh Civil Service Commission Offices, Monday through Friday.
The test will also be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. If you take the test and want to take it again, you may be retested after six months from the date of your test. You must submit a new application to be retested.

If your name is on an eligible list for these jobs and you take this test, your most recent examination result will be the only one counted.
