NATURE OF WORK

 

Plant Industry Field Technicians inspect plant materials for the presence of harmful diseases and insects; determine whether the sale of infected plants should be suspended; prepare inspection reports; collect plastic pesticide containers for recycling; and answer questions posed by dealers, growers and the general public regarding pesticide container recycling, pest identification and control.

 

Plant Inspectors perform the duties stated above.  They also inspect imported vegetable transplants to determine the presence of various plant pests and check for proper certification of inspection from point of origin; approve the growing site, inspect the plants and maintain an inventory for the post-entry quarantine program; issue certificates for national and international movement of plants; and provide advice to growers on storage of chemicals, worker protection standards, and disposal of pesticides and pesticide containers.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.  If after reading the requirements you are not sure you qualify, contact one of the Commission's offices listed at the end of this announcement.

You must be willing to travel an average of 1200 miles per month to and from various inspection sites within an assigned region.  Travel expenses will be paid.

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

Necessary Special Requirement

For Plant Inspector only, you must have a valid Pennsylvania driver’s license.

 

Minimum Requirements

Plant Industry Field Technician – An associate’s degree in one of the agricultural or biological sciences and one year of experience in plant pest control activities in production and care of plants; OR an equivalent combination of experience and training which affords an applicant the required knowledges, skills and abilities in plant pest control activities in production and care of plants.

 

Plant Inspector – Two years of experience in the inspection of agricultural (nursery stock and greenhouse crops) or agronomics products (pesticides, fertilizers and seeds) and a bachelor’s degree in agricultural sciences or biological sciences or in a closely related area; OR four years of experience in the inspection of agricultural (nursery stock and greenhouse crops) or agronomics products (pesticides, fertilizers and seeds) and an associate’s degree in agricultural sciences or biological sciences or in a closely related area; OR an equivalent combination of experience and training which affords an applicant the required knowledges, skills and abilities.  Appropriate graduate level training may be substituted for the experience on a year-for-year basis.

 

Clarification of Requirements

You may substitute related education for the required experience or appropriate experience for the required education.  Unrelated experience or education will not be accepted.

There are 6 (3 full-time, permanent and 3 full-time, temporary) Plant Industry Field Technician filled positions and 16 full-time, permanent Plant Inspector filled positions with the Pennsylvania Department of Agriculture.  These positions are in regions throughout the state with headquarters in Altoona (Blair County), Creamery (Montgomery County), Gibsonia (Allegheny County), Harrisburg (Dauphin County) Meadville (Crawford County), Montoursville (Lycoming County), and Tunkhannock (Wyoming County).

 

The Pennsylvania Department of Agriculture expects to fill 3 full-time, temporary Plant Industry Field Technician positions a year.  These positions will last from 6 to 9 months.  There is 1 full-time, permanent Plant Industry Field Technician vacancy in Harrisburg.

TESTING

 

The multiple choice test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission Office.

 

The 2 hour test will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission Offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after six months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
