NATURE OF WORK

 

This is professional engineering work in the design, construction, rehabilitation or maintenance of highway bridges and related structures.  You will engage in design activities, develop plans, and review plans prepared by consultant engineers; and prepare cost estimates, job and material specifications and detailed working drawings.  You will also monitor construction activities, resolve problems associated with proposed location and design changes, and may be involved in an ongoing statewide bridge inspection and maintenance program.

 

Civil Engineers work on component parts of projects for which the controlling parameters have been set.  Authority and accountability are generally limited, and duties involve little coordination with consultants, contractors, or engineers in other work units.

 

Senior Civil Engineers manage a quality assurance design or inspection program for Interstate, major and/or complex bridges.  You will review and recommend the approval of consultants' engineering plans, proposals and specifications; and provide technical assistance when requested.

 

Senior Civil Engineer Supervisors work on projects within the constraints imposed by departmental engineering standards, available funding, and deadlines.  Normally engineers at this level have overall project accountability.  You will also plan and assign work to subordinates, monitor and review their work, and provide guidance and assistance when required.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.

 

For some jobs, offers of employment will be made only if you are willing to travel.  Travel expenses will be paid.

 

You must be able to perform the essential functions of the job.  Pennsylvania residency is currently waived for this job title.

 

Conditions of Employment

All Job Titles - Certain positions will require possession of a valid driver’s license.

 

Senior Civil Engineer and Supervisor – Certain positions will require possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

 

Minimum Requirements

Civil Engineer - Successful completion of the Civil Engineer Trainee training program; OR one year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline; OR four years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; OR five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

 

Senior Civil Engineer and Supervisor - Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline; OR five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; OR six years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

 

All Job Titles - An equivalent combination of experience and training.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

 

You will have a maximum of 4 1/2 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after 6 months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
