NATURE OF WORK

 

You will compile, research and analyze data to be used as documentation in budget requests and rebudget calculations.  You will develop or review an operating budget, rebudget, or portions of a budget, including reasons for requested amounts, projections of the programmatic impact of reductions and other information provided by managers.  You will also provide technical advice, interpretation and assistance to program managers concerning their preparation of budget projections and funding needs.  The work includes monitoring and controlling encumbrances and realized augmentation expenditures on an ongoing basis against the budgetary plan through review of budgeting and accounting records and reports, and analysis of financial and program trends.  Budget Analysts 2 perform more advanced assignments and work with greater independence.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.  If after reading the requirements you are not sure you qualify, contact one of the Commission's offices listed at the end of this announcement.

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

Minimum Requirements

 

Budget Analyst 1 (State and Local Government)

One year of experience as an Administration and Management Trainee, or a Financial Programs Trainee performing technical budget administration work; OR 1 year of experience in technical budget administration work; and a bachelor's degree; OR an equivalent combination of experience and training.

 

Budget Analyst 2 (State and Local Government)

One year of experience as a Budget Analyst 1; OR 2 years of experience in technical budget administration work; and a bachelor's degree; OR an equivalent combination of experience and training.

 

Clarification of Requirements

You may substitute related education for the required experience or appropriate experience for the required education.  Unrelated experience or education will not be accepted.

 

Budget Analyst 1 (State and Local Government)

You may substitute paraprofessional experience involving the review, collection and classification of program and financial data used in the preparation and control of budgets for the required experience and training.

Budget Analyst positions exist in most State agencies and in Local Government agencies, such as Area Agencies on Aging, Housing Authorities and Mental Health/Mental Retardation agencies.

 

There are 18 filled Budget Analyst 1 (State) positions, distributed by county as follows: Allegheny (1), Dauphin (16) and Montgomery (1).  There are 6 filled Budget Analyst 1 (Local Government) positions, distributed by county as follows:  Allegheny (3), Lehigh (1), Luzerne (1) and Northampton (1).

 

There are 88 filled Budget Analyst 2 (State) positions, distributed by county as follows: Allegheny (1), Blair (1), Centre (1), Clearfield (2), Crawford (1), Cumberland (1), Dauphin (55), Delaware (1), Erie (2), Fayette (2), Forest (1), Greene (1), Huntingdon (1), Indiana (2), Lackawanna (2), Lebanon (1), Lehigh (1), Luzerne (3), Mercer (1), Montgomery (2), Northumberland (1), Schuylkill (1), Somerset (2), Venango (1) and Wayne (1).  There are 15 filled Budget Analyst 2 (Local Government) positions, distributed by county as follows: Allegheny (10), Chester (1), Lancaster (1), Lehigh (1) and Venango (2).

 

The approximate number of appointments and promotions made annually from lists are as follows:  Budget Analyst 1 (State) (8), Budget Analyst 1 (Local Government) (1) and Budget Analyst 2 (State) (14).

 

The Pennsylvania Liquor Control Board anticipates making 1 appointment or promotion to Budget Analyst 2 in Dauphin County.

 

Additional opportunities may occur due to normal turnover from retirements, promotions, transfers, resignations and so forth.

 

Employment preference for Local Government jobs may be given to residents of the counties where the jobs are located.

 

Promotion preference for Local Government jobs may be given to employees who work in the counties where job openings occur.

 

Employment preference will be granted to individuals aged 60 and over for jobs with the Department of Aging and Area Agency on Aging Offices.

TESTING

 

The multiple-choice test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

 

You will have a maximum of 3 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after 6 months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.

 

These tests are different from previous tests for these job titles.  If you have taken the test before, you may receive a different score on this test.
