NATURE OF WORK
As a Civil Engineer Manager (Transportation) you will perform transportation engineering duties in a managerial capacity and you will supervise technical and/or engineering personnel.
As a Civil Engineer Consultant (Transportation) you will perform transportation engineering duties in a consultative capacity.
In both titles you will plan, direct and evaluate the work of civil engineers engaged in areas such as transportation facility design; highway construction; highway maintenance; highway safety; traffic engineering; materials engineering; geo-technical engineering; contract management; railroad engineering; or aviation engineering. You will develop solutions for design and/or construction problems and advise management staff, technical staff, engineering professionals and concerned officials on contract interpretation, technical engineering data, and information relative to materials, procedures, engineering concepts and practices. The work requires considerable independent judgment.

You must be willing to travel. Travel expenses will be paid.
You must be of good moral character and able to perform the essential functions of the job. Pennsylvania residency is currently waived for these job titles.
Conditions of Employment
Certain positions will require possession of a valid driver’s license.
Necessary Special Requirement
Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
NOTE: Candidates with an out-of-state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.
Minimum Requirements
Civil Engineer Manager (Transportation) – Four years of professional civil engineering experience which includes three years in the appropriate specialty and one year of experience in directing the work of civil engineers.
Civil Engineer Consultant (Transportation) – Four years of professional civil engineering experience which includes three years in the appropriate specialty.
Clarification of Requirements
The “appropriate specialty” for both job titles is defined as professional civil engineering experience in the transportation specialty.

TESTING
Your application will be evaluated to determine whether you possess the Necessary Special Requirement and the Minimum Experience and Training. If you meet these requirements, you will receive a score.
Since you only need to complete the Civil Service Application for Employment/Promotion for these job titles, you must provide complete and accurate information. You must list your Professional Engineer license issued by the Commonwealth of Pennsylvania in the “Licenses or Certificates” section of your Application for Employment/Promotion. Failure to do so may delay the processing of your application, or result in disqualification.
If you are found ineligible, you may reapply when you meet the Necessary Special Requirement and Minimum Experience and Training requirements. A new application is required for a retest.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
These lists will replace any previous lists.
This test and scoring procedure are different from previous tests for these job titles. If you have taken the test before, you may receive a different score on this test.
