State Employee Assistance Program (SEAP)


The State Employee Assistance Program (SEAP) is a free assessment and referral service that is designed to assist Commonwealth employees and their family members in resolving a wide variety of personal problems that may lead to deteriorating employee job performance.  Through a concerted approach by management and labor, SEAP provides the education, information, intervention, and treatment necessary to maintain a healthy and productive workforce. 

SEAP offers services in the following areas:

  • substance abuse
  • mental health issues
  • family issues
  • financial issues
  • financial consultation
  • legal services
  • mediation

SEAP services are provided by a contractor who is not associated with the Commonwealth of Pennsylvania.

Following traumatic workplace incidents, SEAP can provide critical incident stress debriefings and other on-site services to assist employees in dealing with the resulting emotional stress. 

All employees are encouraged to take advantage of SEAP in the early stages of a problem.  As a self referral, participation is voluntary and no information is shared with the workplace.  This approach often provides the greatest success in the shortest period of time.
