DESIGN PROFESSIONAL SELECTIONS

FOR

DEPARTMENT OF GENERAL SERVICES

 

 

LETTER FROM THE DEPUTY SECRETARY FOR PUBLIC WORKS, DEPARTMENT OF GENERAL SERVICES


 

 

The Selections Committee for the Department of General Services will meet to consider selection of Design Professionals for the following projects:

 

PROJECT NO. DGS 118-2 PHASE 1 – Rehabilitate Tobyhanna Dam No. 2, Tobyhanna State Park, Coolbaugh Twp., Monroe County, PA.  Construction Cost:  $6,650,000.  The scope of work includes, but is not limited to, review existing subsurface information and complete geotechnical investigations and existing DEP Dam Safety files.  Demolish and replace existing deteriorated concrete spillway structure, address inadequate capacity of existing spillway and dam structure, upgrade hydraulic capacity of dam and spillway structure and the hydraulic and hydrologic analysis of the existing spillway and dam.  Sediment removal from the lake, erosion and sedimentation control plan and update existing emergency action plan.
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 141-11 PHASE 1 – Bridge Replacement, Delaware Canal State Park, Bucks and Northampton Counties, PA.  Construct Cost:  $13,500,000.  The Scope of work includes, but is not limited to, seeking engineering consultants for Engineering Services to prepare plans, specifications, and cost estimates to design and construct 12 bridges/culverts located in the Delaware Canal State Park.  Conduct filed survey, soil borings, testing of existing bridge components, attend project scoping meeting, deed research and develop right-of-way plan, archaeology study and wetland delineation and mitigation study.  Design structures, grading, coordinate utility relocation and develop erosion and sedimentation control plan.
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 160-1 PHASE 3 – Park Development, Benjamin Rush State Park, Philadelphia, Philadelphia County, PA.  Construction Cost:  $1,784,000.  The scope of work includes, but is not limited to, stabilization and rehabilitation of two historic stone arch bridges, paved roads connecting the bridges to the park, and reinforcement of the stream banks above the Lincoln Bridge.  Pave the existing aggregate trail system with the park, address various storm water issues with in the park and clearing and grubbing select areas of invasive vegetation throughout the park.  Demolition of structural remnants of abandoned sewage treatment facility and site restoration.  Demolition of structural remnants of abandoned comfort station and site restoration.
The Basic Services fee has been established at $178,400 with a Base Construction Amount of $1,784,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 169-2 PHASE 1 – Three Mile Extension of Paved Bike Trail, Oil Creek State Park, Venango County, PA.  Construction Cost:  $1,400,000.  The scope of work includes, but is not limited to, design and construction of a paved pedestrian bike trail between the Rynd Farm site and the park office with Oil Creek State Park.  Engineered structures and storm water facilities along with safety features such as fencing, bollards, gates and signing will support park visitor activity.  Native landscape plantings will be provided for aesthetics and as barriers to enhance the natural park character.  Additional site improvements will includes signage, pedestrian bridges, retaining walls, embankment and site stabilization, as well as ADA accommodations.
The Basic Services fee has been established at $140,000 with a Base Construction Amount of $1,400,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 194-52 PHASE 1 – Rehabilitate White Haven Public Access Area, Lehigh Gorge State Park, Luzerne County, PA.  Construction Cost:  $3,260,000.  The scope of work includes, but is not limited to, a park entrance, access road, public parking, site signing and security gates will be required.  Traffic studies of proposed intersections with public roads will be required.  Public and concessionaire boater and equipment access to the Lehigh River will be provided by access roads.  Parking spaces, canoe, kayak and raft launching and take-out areas, paved walks, trails and safety features such as fencing, bollards, gates and signing will support boater activity.  A building structure will be provided with changing and toilet facilities to support park visitor use.  Native Landscape plantings will be provided for aesthetics and as barriers to protect the Lehigh River corridor and natural park character. 
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 197-9 PHASE 1 – New Maintenance Headquarters, Buchanan State Forest, Bedford County, PA.  Construction Cost:  $2,375,000.  The scope of work includes, but is not limited to, design and construct new vehicle and equipment storage building and new maintenance building.  New above ground fuel storage tanks and dispenser and utility upgrades/modifications.  Site/civil and landscaping upgrades including access, parking and storm water facilities.  Demolish existing storage and maintenance buildings.
The Basic Services fee has been established at $237,500 with a Base Construction Amount of $2,375,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 30 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 197-10 PHASE 1 – New Public Restrooms and Contact Station on Pine Creek Rail Trail, Tiadaghton State Forest, Watson Twp., Lycoming County, PA.  Construction Cost:  $3,600,000.  The scope of work includes, but is not limited to, design and design and construct new visitor contact station, storage building and public restrooms, include space for visitor orientation, educational programs, exhibit space and administrative areas, and maintenance equipment storage.  Utilities upgrades/modifications, improve site access, parking and storm water facilities and site/civil and landscaping upgrades. 
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 502-31 PHASE 1 – Install New 400-AMP Service, Clarks Summit State Hospital, Clarks Summit, Lackawanna County, PA.  Construction Cost:  $1,140,000.  The scope of work includes, but is not limited to, provide electrical upgrades for old, obsolete and undersized electrical equipment.  The upgrades shall include capacity for the current electrical demand plus spare capacity for future loads including the installation of air conditioning.  From the existing outdoor metal enclosed switchgear, provide new medium voltage feeder cables to each building.  Existing manholes and underground duct banks may be re-used if feasible.  At each building, oil filled switches and automatic transfer switch shall be removed and replaced with new switchgear equipment.
The Basic Services fee has been established at $114,000 with a Base Construction Amount of $1,140,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 502-32 PHASE 1 – Replace Boilers, Clarks Summit State Hospital, Clarks Summit, Lackawanna County, PA.  Construction Cost:  $3,360,000.  The scope of work includes, but is not limited to, demolish, remove and dispose of existing traveling grate type coal fired Boilers Nos. 1, 2 located in Boiler Plant (Bldg. #23).  Demolish and remove the flue gas exhaust plenum ducting of existing coal fired Boilers N0s. 1 2.  Furnish and install metal plates on the resulting openings on the common exhaust breeching.  Demolish, remove and dispose of the existing as hoppers and ash hopper doors that are located beneath these coal fired Boilers.  Furnish and install new gas #2 oil fired package boilers complete with new #2 fuel pump system and piping connected to existing oil tank at the facility.  Install new natural gas piping from the location of the natural gas pressure reducing station at the boiler plant to the new package boilers.
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 503-23 PHASE 1 – Replace Current HVAC to Meet Code Requirements, Danville State Hospital, Danville, Montour County, PA.  Construction Cost:  $7,200,000.  The scope of work includes, but is not limited to, replace existing heating, ventilation, air conditioning and exhaust systems and install new air conditioning, heating, ventilation, exhaust systems and electrical systems in patient occupied and program buildings.  As a part of the new HVAC systems, provide new automatic temperature controls which directly interface to the existing Distech campus energy management system.
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 509-35 PHASE 1 – Upgrade and Replace HVAC Equipment Throughout Facility, Norristown State Hospital, Norristown, Lackawanna County, PA.  Construction Cost:  $4,000,000.  The scope of work includes, but is not limited to, replace existing heating, ventilation, air conditioning and exhaust systems and install new air conditioning, heating, ventilation, exhaust systems and electrical systems in patient occupied and program buildings.  As a part of the new HVAC systems, provide new automatic temperature controls which directly interface to the existing Distech energy management system.
Professional Design Basic Services Fee for this project will be negotiated.

PROJECT NO. DGS 557-19 PHASE 1 – Construct, Equip and Furnish a Multi-Purpose Space, South Mountain Restoration Center, Quincy Twp., Franklin County, PA.  Construction Cost:  $1,400,000.  The scope of work includes, but is not limited to, complete the existing gymnasium building (Building No. 17) construction to include interior architectural elements and finishes, plumbing, heating systems, ventilation systems, air conditioning systems,  fire sprinkler system, electronic fire detection systems, automatic temperature control system, IP-based video camera systems, access security control systems, lighting systems, exterior building drainage systems and electrical systems.
 The Basic Services fee has been established at $140,000 with a Base Construction Amount of $1,400,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 570-32 PHASE 1 – Steam and Condensate Renovations, State Correctional Institution – Pittsburgh, Pittsburgh, Allegheny County, PA.  Construction Cost:  $423,750.  The scope of work includes, but is not limited to, replacement of buried steam and condensate piping distribution system lines, heat exchangers support systems for buildings within the secure perimeter, and other associated work as required.  The project shall include all associated work to provide a reliable, effective, and complete steam distribution system.  Additionally, the system must utilize an engineered, thermally efficient, and proven pipe component and heat exchange system that incorporates current safety, operational integrity, and maintenance reduction features.
The Basic Services fee has been established at $63,500 with a Base Construction Amount of $423,750 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 575-5 PHASE 1 –Perimeter Intrusion Detection System, State Correctional Institution – Pine Grove, White Twp., Indiana County, PA.  Construction Cost:  $1,600,000.  The scope of work includes, but is not limited to, replace the taut wire fence perimeter security system, head end equipment, and other associated work as required.  An appropriate sequence of work must be developed to allow complete, uninterrupted security system coverage of the perimeter during the construction work.
The Basic Services fee has been established at $160,000 with a Base Construction Amount of $1,600,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 581-13 PHASE 1 – Upgrade Heating Systems in Residential and Program Buildings, White Haven Center, White Haven, Luzerne County, PA.  Construction Cost:  $2,800,000.  The scope of work includes, but is not limited to, replace existing radiant floor heating systems and install new air conditioning, hearing ventilation, exhaust systems and electrical systems in patient occupied and program buildings.  As a part of the new HVAC systems, provide new automatic temperature controls which directly interface to the existing campus energy management system.
The Basic Services fee has been established at $280,000 with a Base Construction Amount of $2,800,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 583-20 PHASE 1 – Replace Current HVAC, Ebensburg Center, Ebensburg, Cambria County, PA.  Construction Cost:  $2,800,000.  The scope of work includes, but is not limited to, replace existing heating, ventilation and air conditioning systems and install new air conditioning systems and install new air conditioning,  heating, ventilation, exhaust systems and respective electrical upgrades to support the systems in patient occupied and program buildings.  As a part of the HVAC systems, provide new automatic temperature controls which directly interface to the existing campus Delta Energy Management System.
The Basic Services fee has been established at $280,000 with a Base Construction Amount of $2,800,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 30 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 594-2 PHASE 1 – Install HVAC, Youth Forestry Camp #3, Trough Creek State Park, James Creek, Huntingdon County, PA.  Construction Cost:  $525,000.  The scope of work includes, but is not limited to, install new heating systems, ventilation systems, air conditioning systems, exhaust systems, automatic temperature control systems and electrical power systems. 
The Basic Services fee has been established at $78,750 with a Base Construction Amount of $525,000 for this project.  The Schematic and Programming Design Submissions are to be combined and the Interim Submission is waived.  A maximum of 20 construction phase meetings/site visits and two (2) post-closeout inspection meeting will be included as Base Services.

PROJECT NO. DGS 947-14 PHASE 1 –Rehabilitation, Renovation and Upgrades of Facilities, Old Economy Village, Ambridge, Beaver County, PA.  Construction Cost:  $3,200,000.  The scope of work includes, but is not limited to, a wide variety of improvements and preservation of site features and buildings at this nationally important historic site.  The work includes rehabilitation of the interior and exterior buildings.  Envelope improvements include selective demolition, painting, carpentry work, masonry repairs and repointing, roofing, flashing, gutters and downspouts, and vapor barriers.  Interior and exterior improvements will be made to improve the visitor experience, to facilitate interpretation of buildings, and to address accessibility issues; these may include ramps, railings, steps, pedestrian paths, landscaping, and vertical transportation (chair/elevator).  Structural, mechanical, plumbing, and electrical repair and improvements will be part of this work.  Infrastructure work will include improvements to wastewater and water lines, electrical systems and fire and security systems.  Archeological investigations will be required to mitigate ground disturbing activities at the site.  PLEASE NOTE:  THE PROFESSIONAL SELECTED FOR THIS PROJECT MUST HAVE DEMONSTRATED EXPERIENCE OF THREE PROJECTS IN THE RESTORATION OR PRESERVATION OF HISTORIC STRUCTURES LISTED ON, OR ELIGIBLE FOR LISTING ON, THE NATIONAL REGISTER OF HISTORIC PLACES.
Professional Design Basic Services Fee for this project will be negotiated.

  • A completed Form ASP-150 (Rev. 05/14), must be received electronically at RA-GSSELECTIONS@pa.gov before the close of business (5:00 p.m.), Monday, December 1, 2014.  Any other method of delivery will result in the return of the Form ASP-150 to the prospective applicant.  Please note - FORM ASP-150 (Rev. 05/14) must be signed, sent and received by the Department from the company email account of one of the individuals listed in Section 2, Item 14.

 

  • The fee to be paid to the appointed design professional by the Department is indicated within each specific project advertisement.

 

  • The Selections Committee may at its discretion establish interviews with any or all of the Professionals who have requested consideration for appointment as designer for the above projects.  If an interview is required, the Professional will be notified by the Committee as to the date, time and location.  Additional information, in writing, may be requested by the Committee as required.

 

  • Additional Services - Indoor Air Quality Assessment Program and Hazardous Materials
    • The Professional firm selected to design a project will be expected to perform and administer, when required by the Department as Additional Services, an Indoor Air Quality Assessment Program during Building or Renovation Commissioning and the sampling, testing, inspection and monitoring for removal of any asbestos, other hazardous waste or contaminants encountered during project design or construction, unless otherwise stated in the Scope.

 

  • Small Diverse Business Consideration In Professional Selections
    • The Department of General Services encourages the participation of Small Minority Business Enterprises, Small Women Business Enterprises, Small Veteran Business Enterprises and Small Service‐Disabled Veteran Business Enterprises (collectively referred to as “Small Diverse Businesses” as defined under Title 4 of The Pennsylvania Code, Chapter 58) in Commonwealth Design Professional Agreements.
    • Therefore, the Selections Committee on behalf of the Department of General Services will consider participation of Small Diverse Businesses (SDB) as either the prime professional, or as a subcontracting consultant, as a factor in the final selection of Design Professionals on Commonwealth projects.
    • Firms wishing to participate in Commonwealth Design Professional Agreements should specify whether the professional or consultants being proposed on the projects are currently recognized as SDB’s by the Department of General Services, Bureau of Small Business Opportunities. If the proposing firm is itself a current SDB, the firm should state that fact in its proposal.

All applications submitted are subject to review by the Selections Committee.  The Selections Committee disclaims any liability whatsoever as to its review of the applications submitted and in formulating its recommendations for selection.  All recommendations for selection made by the Committee shall be final pursuant to the Commonwealth Procurement Code, 62 Pa. C.S § 101 et seq., as amended (Act 57 of May 15, 1998).

    • Item 16 – Enter up to three (3) consultants that will be retained to assist in the design process, including the consultant’s name, address, number of projects completed together, value of projects completed together, past projects worked together and scope of work to be assigned for the project which the application is being submitted, and registration expiration;  If the consultant is a DGS Self-Certified Small Business, enter the consultant’s DGS Small Business Self-Certification Certificate Number;  If the consultant is a DGS verified Small Diverse Business, enter the DGS Small Business Self-Certification Certificate Number and check the appropriate Small Diverse Business Type(s).
    • Item 17 – Enter up to five (5) individuals who will be assigned to this project, including name, firm name, registration number (if registered professional), registration expiration, physical location while on this project, general work assignment/role on this project, individual’s specialty/discipline, degree earned, year graduated and school or university.

    • Item 18 – Enter the projects the firm holds with the Commonwealth that are currently in Design or Bidding Stage, including project name, agency for which the project is being developed, and final design due date or bid date.
    • Item 19 - Enter the projects the firm holds with the Commonwealth that are currently in Construction, including project name, agency for which the project is being developed, scheduled completion date and current change order rate for the project.
    • Item 20 – Enter up to three (3) projects that best illustrate the applying firm’s qualifications for the specific project the application is being submitted, including project name, location, owner, work being performed by the firm, total value of awarded construction contracts, total value of final construction contracts at project completion, the original scheduled completion date, the actual completion date and any additional pertinent comments within the space permitted.
    • Item 21 – Enter any additional comments or descriptions of relevant information supporting the firm’s qualifications within the space provided. Do not exceed the space limit or attach any additional pages.

 

  • Certification, Signature and Submission
    • By entering firm’s name, signing in the appropriate Business Type fields, either by typing in name, applying a digital signature or printing, applying wet signature and re-scanning and submitting this ASP-150 (Rev. 05/14) you agree that you are signing and submitting this Application on behalf of the firm, and have the authority to do so.
