CompStat is a management accountability process. CompStat is a multi-layered dynamic approach to crime reduction, quality of life improvement, and personnel and resource management. The Compstat process utilizes Geograhical Information Systems, and appropriate software to mine, track and analyze data concerning criminal activity, such as Part I and Part II UCR crimes. The process can also be used to track and analyze crashes and emergency management processes.

PCCD has requested proposals for implementing COMPSTAT processes in law enforcement agencies across Pennsylvania in order to reduce crime and enhance public safety in their communities. Implementation of regionalized and consolidated COMPSTAT and Crime Trend Analysis should occur throughout Pennsylvania and include all Pennsylvania jurisdictions. Doing so will also help produce boundary-less crime trend assessments. COMPSTAT can be adaptable to any law enforcement environment and has been successfully implemented at the municipal, county and state agency level.
