The 'Weed" Concept

The Weed and Seed Initiative required teamwork in both the weeding and the seeding efforts. The weeding effort required that local law enforcement partner with the Pennsylvania State Police (PSP) and other law enforcement personnel to form collaborative, interagency police operations and to maximize the pool of human and financial resources, ingenuity and leadership for the most effective "weeding" operation possible.

Weeding efforts were conducted through the leadership of a local Law Enforcement Crime Task Force (LECTF).   Each target area had a LECTF, which includes a prosecution team and an investigatory team.  The prosecution team included specially assigned local, state, and federal prosecutors.  The investigatory team was made up of agents drawn from the Pennsylvania State Police, the target area local police department, and federal agencies.  The LECTF created and implemented a plan to eradicate crime from the target area.
