Critical tax credit programs have been preserved and the phase-out of the Capital Stock and Franchise tax will continue. Jobs First PA An aggressive pro-jobs agenda, Jobs First PA focuses on helping entrepreneurs build a business from an idea, educating our workforce for high demand industries and putting the unemployed back to work by creating training partnerships between employers and those in need. Married together these priorities grow job opportunity and positions Pennsylvanians to fill those jobs. Economic Development When job creators want to build and expand, Pennsylvania needs to be a willing partner. The proposed 2012-13 budget makes critical investments in economic development programs that help businesses grow, expand, and succeed in the commonwealth.
