ENERGY INDEPENDENCE



On February 14, 2012 Governor Corbett signed into law a comprehensive, environmentally conscious plan for Marcellus Shale development. The Marcellus Shale law (Act 13) moves Pennsylvania closer to becoming the national leader in energy innovation, development and independence.

Giving Pennsylvania the opportunity to attain energy independence



    • This new law establishes “Green Corridors” in PA for natural gas-fueled vehicles with refueling stations at least every fifty miles and within two miles of key highways, and it amends the Pennsylvania Clean Vehicles Program to include “bi-fuel” vehicles (diesel and natural gas).

    • The Act also assists schools and mass transit systems with converting fleets to natural gas vehicles.


Responsible, Environmentally Friendly Development of Resources



    • This new energy law ensures that extracting these resources will be done in an environmentally safe manner.

    • Those who violate the rules will be held accountable and face stiff, increased penalties.

    • The Act authorizes counties to adopt an impact fee to offset costs associated with unconventional natural gas development.

    • In addition, comprehensive training is being provided for local emergency responders.


Protecting Our Natural Resources



    • The new Act mandates using non-freshwater sources for well development.

    • The Act requires permits be based on their impact on public resources like parks, wildlife areas, natural landmarks, special plant and species habitat and other resources.

    • The act also limits drilling activities within floodplains, and utilizes state of the art management practices for well site construction and operation.
