The Pennsylvania Department of Aging/Division of Licensing has published an online training course for Older Adult Daily Living Center (OADLC) directors. The purpose of the course is to provide a new online training resource for OADLC directors and staff, communicate the Division of Licensing’s expectations regarding the licensure regulations, and reduce the frequency of regulatory citations.

The training course is available on the Long-Term Living Training Institute website (www.ltltrainingpa.org) and covers the majority of the requirements set forth in 6 Pa. Code, Chapter 11.  It is comprised of the following modules to be initially completed in order:

·         General Provisions

·         Licensing

·         Policies and Procedures

·         Staffing

·         Services

·         Physical Site and Fire Safety

·         Client Records

All prospective and existing directors and any other staff that manage a center in the director’s absence must take the course. At the discretion of the center, other staff may also take the course. Newly hired directors must complete the course within 3 months of employment as a center director.

The Department is implementing this new course in accordance with regulation 6 Pa. Code, 11.33(f) which states “The Department may require that centers make reasonable modifications, regarding curricula or the selection and use of trainers, in order to satisfy the requirements of this section.

With the increase in turnover of center directors over the past several years, and an increase in citations, the Department determined it is reasonable to require directors to take this course.  Additionally, having uniform awareness throughout the program will benefit consumers served in your centers.

The entire course averages 4.25 hours and will count toward additional hours of training as specified in regulation § 11.33. Please keep a copy of the certificate of completion with the center’s training records.
