Director, Bureau of Enforcement and Investigation

BEIMark E. Talbot Sr. was appointed Director of the Bureau of Enforcement and Investigation (BEI), August 29, 2011. In this capacity, Mr. Talbot will be responsible for administrative and managerial work in all aspects of planning and directing administrative services of BEI, including the bureau’s four regional offices. The Director is also responsible for ensuring compliance with the laws, rules and regulations of the various professions and entities under the jurisdiction of the Secretary of the Commonwealth, as well as ensuring the health and safety of regulated persons and the public.

Mr. Talbot has over 20 years experience in enforcement. In his last position, he served as the Deputy Chief of Police for the Reading Police Department and previously served as Lieutenant, Detective Sergeant, and Police Sergeant with the Reading Police Department. As the Deputy Chief of Police, Mr. Talbot achieved significant crime reduction and sustained performance gains by restructuring accountability mechanisms, performance management processes and operational systems.

Director Talbot is a graduate of Harvard University’s Senior Management Institute for Police. Mr. Talbot currently resides in Wernersville
