Deputy Secretary for Administration and Regulatory Programs
Deputy Secretary Walker was appointed February 7, 2011 and is responsible for the Bureau of Professional and Occupational Affairs, the Bureau of Enforcement and Investigation, Corporations Bureau, and Bureau of Charitable Organizations. She also is responsible for the Administrative duties of the State Department including the Department of Human Resources and the Bureau of Finance and Operations.
She previously served as Chief Management Officer and Chief Clerk of Chester County, where she was responsible for 1,600 individuals in departments representing 60 percent of the county’s $500 million budget. In addition to her county service, Deputy Secretary Walker has served in executive management at three of the largest employers in Chester County.
An attorney with a private practice, she was a member of the executive team as Director of Marketing/Public Affairs at Brandywine Hospital from 2001 to 2006. Prior to that post, she acted as Chief Operating Officer and also was a Senior Vice President at Intelligent Electronics, a multi-billion dollar computer distribution company with more than three thousand employees.
At Lukens, Inc., a Fortune 500 steel manufacturing corporation in Coatesville, she directed investor and shareholder relations and corporate communications for 14 years. While working at LUKENS, Deputy Secretary Walker earned a law degree from Widener University in Delaware. She has been practicing law since being named a member of the Pennsylvania Bar in 1992. She also holds a Bachelor’s Degree in Liberal Studies from West Chester University.
Before moving to Chester County, Deputy Secretary Walker owned and operated a weekly newspaper in upstate New York. She and her husband live in West Chester, Pennsylvania and have two sons and five grandchildren.
