Commonwealth policies are set forth in a variety of formats, depending upon the content and duration of applicability. In addition to these common documents, employees also often seek procurement guidance from the Department of General Services.

• Executive orders: announce the Governor's policies and programs, signed by the Governor
• Management directives: announce detailed policies, programs, responsibilities, and procedures that are relatively permanent
• Administrative circulars: contain information or instructions that are one time or temporary in nature
• Manuals: contain detailed information or procedures for well-defined operations
• Organization charts: offer a visual representation of the breakdown of work and supervision in state organizations
• Information technology bulletins: establish standards and provides guidance with defined principles, guidelines, and best practices for information technology
• Labor relations agreements, memoranda of understanding: provide details of the commonwealth’s understandings with various employee organizations and unions
