Right to Know Law Policy Summary

SERS is committed to providing the public with timely access to public records to the fullest extent required by law consistent with its duties to protect the interests and rights of SERS and its members.   

 

          All RTKL Requests must:

  • Be submitted in writing; 
       
  • State the name and address of the Requester;
      
  • Set forth the address to which the Response should be addressed; and
      
  • Identify or describe the records sought with sufficient specificity to enable SERS to ascertain which records are being requested.

Note: SERS will accept RTKL Requests submitted on a properly completed uniform form published by the Office of Open Records (PDF) on the Office of Open Record’s website or on a substantially similar properly completed SERS RTK Form* available on this website.

*If you submit a Right-to-Know request through the online SERS RTK Form or by e-mailing RA-sersrtk@pa.gov you will receive an automated message acknowledging receipt of your request. If you do NOT receive an automated message acknowledging receipt of your RTK request, please call SERS at 717-787-9657.

  

For purposes of this policy, SERS’ business hours are from 8:30 a.m. to 4:00 p.m. on any Business Day.  The Pennsylvania Right-to-Know Law allows the State Employees’ Retirement System to charge for the cost of postage, duplication, certification and other costs necessarily incurred to respond to your request.  The Open-Records Officer shall determine the fees applicable to all RTKL Requests, and payment of such fee may be required in advance.
