Member Handbook

The SERS Member Handbook is intended to provide you with an overview of the pension plan, including topics such as how benefits are calculated, tax issues, retirement planning, the various retirement options available, the Commonwealth Deferred Compensation Program and many other issues of importance.  Also included are Frequently Asked Questions and a Glossary of Terms.

The State Employees’ Retirement System (SERS) provides the Member Handbook for general education and information. This document is not a complete statement of the law or administrative rules. Results may differ from those indicated herein based on the particular factual circumstances. The statements in this document are not binding on SERS, the State Employees’ Retirement Board (Board), or the Commonwealth of Pennsylvania. In any conflict between the statements in this document and applicable law or administrative rules, the law and administrative rules will prevail.

Since the last print edition, the following items have changed:

  • SERS’ Pittsburgh Regional Retirement Counseling Center’s address has changed, as reflected on page 28 of this electronic file.   
  • Effective January 1, 2013, the limitation on the annual benefit under a defined benefit plan under Section 415(b) is increased from $200,000 to $205,000, as reflected on page 14 of this electronic file.
