This Workforce Investment Information Notice (WIIN) explains Pennsylvania’s rapid response process and clarifies the requirements and activities of Rapid Response Coordination Services.
The purpose of this Dislocated Worker Transition Team Policy is to provide direction and guidance for the formation and operation of Dislocated Worker Transition Teams in Pennsylvania.
There are two purposes for issuing this document: (1) to update and clarify the criteria and process for Rapid Response early intervention when a Trade Act petition is involved, and (2) to update and clarify the process when the Trade Act petition is certified to include Benefits Rights Interview and Enrollment Assessment and Waiver processes.

To provide the latest information regarding the Trade Act and NAFTA-TAA job search and relocation systems. It is intended to furnish local staff with guidelines to implement the job search and relocation processes under the Trade Act of 1974, the Trade Act of 2002, and NAFTA.

To establish the criteria and process that local areas are to use in applying for the WIA Title I Rapid Response-Additional Assistance (RRAA) funds. Replaces instructions found in WIIN 6-99, Change 1.
