 Working in Partnership With Communities
In July 2006, the Department of Health issued the State Health Improvement Plan - SHIP 2006-2010, a new model for health planning in Pennsylvania. SHIP 2006-2010 raises a broad awareness of public health issues and stimulates increased involvement of all sectors in the community – health care providers, businesses, community-based organizations, educational institutions, faith-based organizations, all levels of government and families. It is a step toward a common agenda for health. The State Health Improvement Plan's goals are as follows:

To empower communities to identify, plan for and address local health needs

To link community-based partnerships with resources
The State Health Improvement Plan also recognizes the importance of an adequate supply of health care professionals and the increased difficulty in recruiting certain types of health professionals in many areas of the Commonwealth.
To address this, the Department of Health, with the assistance of the Department of State, has been distributing surveys to members of various licensed health professions during the license renewal process.
